According to the Human Freedom Index Armenia is freer country in the South Caucasus
According to the Human Freedoms Index (2023), Armenia is the freest country in the South Caucasus. Azerbaijan ranks 126th, Georgia 42nd, and Armenia 33rd among the 165 countries for which the index is calculated. It should be noted that Azerbaijan has fallen 27 places in the index since 2000, while Armenia has moved up 24 places and Georgia has moved up 23 places in the same years.
